I notice that the only example of cruelty Tushratta could think of was indentured labor. Surely there must be others?

Khazar, Tushratta is from Khand, and the Khandians have never gone to war with the the nation of Rohan. Over a thousand years before, the ancestors of the Rohirrim had hostilities with the Easterlings from Rhûn and the men of Khand in the conquest of Rhovanion in 1944 Third Age. However, Rohan never has fought Khand. It's been over 100 years since Rohan even participated in any fighting out of their land, and that was to aid Gondor in fighting the Haradrim. The War of the Ring was the very first time the Khandians met the Rohirrim. (Some of this information is from Unfinished Tales, and was taken from “The History of the Men of Darkness in Rhún and Harad,” by Lalaith. This site is offline, but I had saved a copy of the article.)
Tushratta is referring to the practice of using Dunlending prisoners to repair damages caused by the First Battle of Helm’s Deep (March 3). He does not know that the Second Battle of Helm’s Deep (June 14) was lost by the forces of Mordor, and that one of the princes of Khand is being held prisoner by the West. (The current date in the story is June 19. News travels slowly by horseback.)

I would think Tushratta has some preconceived notions about the barbarians. Do they sacrifice children to trees or fornicate with their horses? He must have heard some wild tales. Whether or not they are true is another matter entirely.

Agan, I am glad you enjoyed the story. The tale was an original one by me, told through Frumgár. However, the basis of the draugr legend is old Norse tales, probably the inspiration for Tolkien's Barrow Wights.
